Did you think they would be recouping 55% of lost jobs while still in lockdown mode?

By that article it is because if Ontario. Just think the whole US would be rolling like the state of GA if the states had government that wouldn't be against their citizens.

Not just Ontario, which BTW by far has the largest population of any Canadian province :

I think the point the OP was trying to make is if you open things back up it improves the economy. It's not rocket science but people these days have to be spoon fed

I'm a utilitarian practicalist.

That's what guides whether or not it is, or was, the right thing (and right time) to shutdown or open up economies.

If Canada has a flare up, whose fault is it? Do you think many of the US states opened up at the approprite times?

That's an intriguing question.

I think people should wear masks & or shields, social distance, wash their hands & act responsibly.

And shutdowns saved millions of lives.

As time goes by we are learning more about this C-19 virus & may be getting closer to a vaccine & herd immunity.
