You got fooled by the Pentagon doing political spin (instead of its real job).
The 250 tons were normal munitions (like artillery shells and some regular explosives) taken on April 13, 2003.
However, on April 18, 2003 (five days later, for the math challenged), a NBC news crew filmed US soldiers opening SEALED bunkers containing the special high explosives in question. The soldiers went on to some other mission, without securing the explosives.
In May, the explosives had disappeared.
The Bush administration has been trying to pretend that Saddam "may" have taken these explosives before the US arrived (i.e. It wasn't our fault.) However, the NBC tape PROVES that the sealed explosives were there after Bagdad fell and we were in charge.
The Pentagon also trotted out some satellite photos of the bunker complex showing a few trucks there in March, as if Saddam took the stuff before US troops arrived.
The April 18th tape proves every excuse by Bush on this subject has been a lie,
distortion or misdirection. It all comes down to not having enough troops to invade and secure the country.
