Besides QB, football is so dependent on teammates too. HOF is just as much about career/circumstance as skill level in football for players that were very good, but not truly elite.
Corey Dillon was a human battering ram in his career. He was Beast Mode before Marshawn Lynch. But he played for the Bengals for all but 1 year of his prime. He won't be seeing the HOF. Whereas "The Bus" Jerome Bettis is loved by everyone, played for a storied franchise, had good longevity and went out with a Superbowl win. He is in.
Jerome Bettis wasn't better than Corey Dillon.
Steve Smith has 8 career playoff touchdown catches in 11 career playoff games. Most notably, he had 12 catches for 218 yards & 2 TD's in a divisional playoff win at the Bears. He also caught a TD pass in his only SuperBowl game.
When you think about who was throwing the ball to him, I think that is impressive.
I'd vote him in.

There are a lot of people like Forte and Smith in this era that makes things very difficult to judge.
On the other end you got players in the HOF from other eras that would not hardly make a fantasy football starting lineup in a 12 team league like Lynn Swann .
