id have to disagree and say there is NO better time than the first two days of the NCAA basketball tournament.
Be it in a casino, sportsbook, sports bar, the atmosphere is absolutely electric!
I haven't worked/gone to school since i was 11 years old on that Thursday and Friday.
as far as atmosphere, live, in person, id say a huge college football game on campus with rivalries cannot be matches, but for sheer marathon exhaustion and memorable moments, the first two days of march madness are nonstop excitement.

To watch, yes. To bet, NO!!. I am a big football fan and enjoy watching it but it's hard as hell to bet on.
NO WAY is this the best time of the year. You can't beat April.. Baseball is just starting again, summer is around the corner, the weather starts to get good, and the NHL and NBA playoffs are on, and the NCAA tournament in baskets are winding down...
Now that's what you call excitement.. Who gives a crap about College Football. I haven't watched one minute of College Foots yet this year. Who the hell wants to stay home on a saturday afternoon all day to watch boring college foots when the weather is great outside. Remember, this ain't tuesday, it's saturday. There's so much to do on a saturday, why waste your life watching football at home for? It's bad enough we have sundays for this. That's what NFL is for, not Saturday.
