Halifax: Yes they gave me an unusually good bail-out offer. For the record they took my BM balance (minus bonus), and said roll-it 10X. Am I supposed to say NO.
Once I have met the terms, am I not entitled to be paid promptly ? I would have stayed with them had I been, and No I didn't withdraw 100% of my balance.
They are in decline, as evidenced by recent complaints and SBR rating.

Of course you weren't supposed to decline their offer. No one would.
And it's no secret that Royal's been having payout problems - I can attest to that from first-hand experience.
But my point is this ... as I recall, you ripped into Royal pretty good about the runaround that you got when it came time to get a payout. Now if, for example, you would have sent them a matching $5K deposit to go along with a $5K bailout bonus, THEN you would have been in the right to give them some grief about the slow payout.
But in your case, you deposited none of your own money. Royal gave you free money, totally FREE MONEY. It was not your God-given right to receive a bailout from Royal with no matching deposit, but you got one anyway.
Did you have to jump through some hoops to get paid ? Yeah. Did you eventually get paid ?
Yes, you did.
So rather than grease them out like you did a few months ago, you should be thankful that they gave you all that free money, even if you did have to jump through some some hoops to get paid. It's certainly better than the other alternative ... which was you receiving S.F.A.
Bottom line .... it's rather poor etiquette to be too harsh on Royal about a slow payout, when you yourself never risked one thin dime of your own money.
