I was having a discussion about this the other day in the poker game.......
The problem is with resources availability, that is, internet, phone lines, "decent" electrical service........clerks with good written and spoken english etc
The biggest problem is the internet, I am pretty sure that RACSA/ICE can provide internet service at big tourist points like Jaco/Quepos the problem is 1) the stability of it, who knows how stable is, obviously you need a good/stable connection for everything going from checking emails to having Voice over IP service for the phone lines, I know that banks typically use the ATM/Frame Relay links that RACSA provides, the problem is that if there is no infrastructure already in the place where you need it.....it could be expensive/LENGHTY! to get it deployed 2) the cost........a dedicated RACSA line typically is much more expensive that the same service provided by ICE due to "last mile costs"
A satellite connection might do the trick for internet but not for VoIP for delay and also for the penalties you incur when you have massive traffic and there might even be "terms and conditions" that don't allow you to use such service through a satellite connection
On top of that.......its hard enough to find decent workers in San Jose to make it even harder by moving to low population areas like Jaco/Quepos and the like
