MIAMI — Unemployed and strapped for cash, Floridians are asking for state assistance to feed their families in record numbers.

In the last two years, the number of Floridians on food stamps has increased more than 40 percent to 1.7 million. That increase is the highest in the nation, according to the U.S. Department of Agriculture. And it's the second-largest jump in the state's history, surpassed only during the aftermath of Hurricane Andrew, said an analyst at the Center of Budget and Policy Priorities, a Washington-based think tank.

Almost one in 10 Floridians is now on food stamps, and state managers say many more qualify.

Evidence of the unprecedented rise was on display at the Florida Department of Children & Families office in Miami recently, where the line of people waiting for help snaked out the door and around the corner.

One of them was Hardy Prado, who held his 22-month-old daughter in his arms while he waited to check on the status of his application.

As a handyman, his work is irregular and his paycheck isn't enough to pay the bills. And Prado said it has been almost impossible for his partner, Ana Camacho, to find work since she left her job at a Doral flower shop on maternity leave in February 2007.

With every increase of the unemployment rate, drop in the housing market and tightening of credit, food stamp lines have lengthened, said Stacy Dean, a director at the Center on Budget and Policy Priorities.

People "lose income, and they need help buying food," she said.

Dean said it's no surprise that Florida's increase surpasses the rest of the nation. Nationally, states hit hard by the housing downturn have experienced the largest increases, such as Nevada.

The nationwide rise, Dean said, is consistent with previous recessions. In 1991, the number of Floridians on food stamps was close to one million people — about 7.7 percent of the population.

Of the 1.7 million now on food stamps, about 356,000 of them live in Miami-Dade County, more than 127,000 in Broward.

A person living on their own who earns $1,127 or less a month can qualify for food stamps, as can a family of four making $2,297 or less monthly. The dollar requirement changes depending on the number of people in the household.

WASHINGTON (Reuters) - Food stamps, the main U.S. antihunger program which helps the needy buy food, set a record in September as more than 31.5 million Americans used the program -- up 17 percent from a year ago, according to government data.

The number of people using food stamps in September surpassed the previous peak of 29.85 million seen in November 2005 when victims of hurricanes Katrina, Rita and Wilma received emergency benefits, said Jean Daniel of the USDA's Food and Nutrition Service.

September's tally -- the latest month available -- was also boosted by hurricane and flood aid, Daniel said on Wednesday.

But anti-hunger groups said the economic downturn is the main reason behind the higher figures.

"It's a disturbing trend," said Ellen Vollinger, legal director with the Food Research and Action Center. She said she expects more people will turn to food stamps as unemployment figures rise and the economy remains weak.

One in 10 Americans were participating in the food stamp program as of September, said Dottie Rosenbaum, analyst with Center on Budget and Policy Priorities, a think tank.

That's approaching the all-time high of 10.5 percent of the population that used the program in 1994, and is similar to levels seen in the early 1980s, she said.

the bottom feeders of the pyramid scheme have been struggling to get by for a while now and easy credit, housing bubble etc....was only thing keeping many people afloat

now that the top of the pyramid scheme (the banks) is in trouble and in must be saved system shutdown mode or the whole pyramid collapses

the have nots will feel major pain

america is done for a while

main question is do we get back on our feet long term

or continue to get flushed down the toilet as we move more towards commusfascism

to date everything is pointing to the latter

Never had a food stamp or unemployment check..disablity check or any other aide in my life..I am the sucker who spends his life paying taxes for ignorant..or unlucky..orphysically unable to work people..dont mind it at all..

Its those fucken cockroachers the have 5-10 kids and dont work piss me off..all their fucken uncles and aunts sisters and bros abuse the system too...you know who you are

I don't get food stamps & never have although right now I could probably qualify for them but I'll pay 50 cents on the dollar to anybody that wants to sell some food stamps.

The latter group could be one where there's two young kids at home and Dad makes less than $14 per hour in a full time job

I for one am glad to see my federal tax dollars feeding my neighbors rather than being used to kill my overseas neighbors

Why should the people of Florida pay for her to stay home and raise her child? I agree that is the best way to raise a child but it was her choice and therefore should be her responsibility to find the financial means to support it.

Cutting her a few hundred bucks a month in food stamps doesn't relieve her and the child's father with carrying the vast majority of the financial load.

Multiply that times 1.7 million.

But let's not stop there. This article just mentions food stamps. It doesn't mention the other assistance these families leach, I mean get. I would rather see it go to guarantee health care for these kids.

There are already programs available, even to single mothers, where they can improve their economic condition. I grew up with a girl who had 4 kids and her husband left her. She was able to get grants and loans to get an Education degree and is now a teacher. She owns her own home with a pool. She doesn't get food stamps because she made her financial situation better. If people want better food they can help themselves.

Clearly, a more prevalent problem is women - married or not - having children for which they are unable to provide.

In coming decade, I'll remain a financially and educational supporter for continued reform of public drug policies.

But over past couple years, I've become inspired to rechannel my primary community activism into the field of sternly educating young women (18-28) about how urgent it is that they defer bringing children into the world until they have a much stronger financial base than is the current 'average'.

We desperately need to interrupt the centuries old status quo cycle of "Oh, now that you're married, it's time to make me a grandma!" from parents of women in the age range of 18-28.

Likely one of the most crippling acts a woman in that age range can make for her future is to get pregnant without being very confident of being able to responsibly raise the child(ren).
