There are 8 levels of control that must be obtained before you are able to create a social state.

1) Healthcare — Control healthcare and you control the people
One of the first things the Clinton administration did was put Hillary in charge of devising the Health Security Act. She headed the Task Force for National Health Care Reform. The following is from wiki:

Hillary Clinton was drafted by the Clinton Administration to head a new Task Force and sell the plan to the American people, a plan which ultimately backfired amid the barrage of fire from the pharmaceutical and health insurance industries and considerably diminished her own popularity. By September 1994, the final compromise Democratic bill was declared dead by Senate Majority Leader George J. Mitchell.
In 1969, Hillary Rodham wrote a 92-page senior thesis for Wellesley College titled "There Is Only the Fight . . . ": An Analysis of the Alinsky Model. The subject was famed radical community organizer Saul Alinsky.
In the acknowledgements and end notes of the thesis, Rodham thanked Alinsky for two interviews and a job offer.
