Bush is saying that this war is to disarm Saddam and liberate the Iraqi people.
However, before the war started he said if Saddam had disarmed there would be no war. So if he did, the Iraqi people would have still be under that dictator. So that shows it was not a war for liberating the Iraqi people in the first place.
